Berlayar estate on former Keppel Club site to see 7,000 HDB flats; first BTO to launch in October
The new Berlayar estate will see about 7,000 HDB flats built in the coming years. This is more than the 6,000 public housing units formerly released for the estate, which is positioned at the site of the previous Keppel Club.
He also predicts two-room flexi flats at Berlayar Residence might prove prominent among single candidates. “Due to its unique location, which integrates city-fringe convenience with a seaside view, it could become a preferred choice for singles, who may discover the place fits their lifestyles.”
The first Build-To-Order (BTO) plan at Berlayar will be released for sale next month as element of the October 2025 BTO exercise. Berlayar Residences will supply 870 units of two-room flexi, three-room and four-room apartments. There will furthermore be 200 public rental apartments.
Furthermore, Berlayar is going to be a car-lite estate, with walking and cycling networks. Most homes are going to be within a 10-minute walk from the Labrador Park and Telok Blangah MRT stations, claims HDB.
Eugene Lim, key executive officer at ERA Singapore, thinks the flats at Berlayar Residences are likely to be categorized as Prime, given their location in a mature estate and distance to key central places. He estimates rates of four-room flats at Berlayar Residences could begin at approximately $500,000 to $550,000 before grants. “With the increase in subsidy clawback rates introduced in the July 2025 BTO start, we need to anticipate a clawback price of about 11-12% on these upcoming flats,” he includes.
In a Sept 23 release, HDB claims the surge in projected housing follows in-depth preparation studies on the 48ha site. Consisting of private real estate, Berlayar is anticipated to produce about 10,000 new homes.
According to HDB, the Berlayar estate is intended as an extension of Bukit Merah community and notes the beginning of the transformation of the Greater Southern Waterfront. The estate’s label, which indicates “sailing” in Malay, pays tribute to the location’s spots and maritime heritage.
Lim predicts the apartments receiving a strong response, noting that BTO projects in Bukit Merah launched in July, including Prime project Alexandra Peaks, observed a healthy application rate. “We can anticipate this demand proceeding in October, specifically as unsuccessful applicants for Alexandra Peaks might attempt their luck with one more Bukit Merah project.”
Several 20% of the site, or approximately 10ha, will be alloted for environment-friendly spots. Four green passages, ranging from 30m to 60m wide, will weave through the estate, offering leisure locations for locals while in addition assisting in environmental connection between the Southern Ridges and Labrador Nature Reserve. BTO plans in Berlayar will be designed with staggered heights, with blocks oriented to provide even more locals with panoramas of the Southern Ridges and the coastline.
